I would say high vf range. I still have trouble picking out if the coin was cleaned but I will say for the wear on the obverse it looks too clean.

WOW! Tough one.
Lots of hairlines in the fields but that could be from die polishing.
I'm having a hard time determining if the hairlines go across the devices.
But since they don't appear to go right up to the devices I'm siding with "abrasively cleaned".
Best evidence is with the stars on the reverse.

I think it's a higher grade after looking at it again, though still cleaned, maybe EF45 or pushing AU50. I don't know if I would return it, what was the price paid? At $45-50 that is still a very good price for a cleaned coin as nice as this one, no major defects.

I don't like the scratches on the right side (America). And I'm seeing wear into the shield lines. I'm not sure about the diamond on the back side - could be lighting.
