Rookie thinks its filled due to the center post of the D that creates the indention in mint mark has chipped away on the die. Or a faulty punch. Thus filling the void with metal.
Note: I've seen them listed as Cuds on ebay in the past which they are not. It is a chip that happens from die wear. Fairly common. Just my opinion, wait for a second.

Also, Halo1st may be a rookie in this forum, but he is no rookie with error and variety coins! My guess is he has been doing this awhile, and that may be an understatement...
