Could be the lighting but the luster appears to be broken and I'm thinking it could have been dipped

I feel like this thread hasn't gotten the attention it deserves. Lighting is a bit crummy, the lower half of the obverse is a bit shadowed.

Clean enough for a 67, but from the pics, luster holds it back to a 65+. Of course if that's just crap lighting 67 all the way.

I don't think the luster is off at all. High MS grade for sure.

MS66 to me, I'm not seeing any marks at all in the prime focal areas. The luster is hard to tell from the photos provided, maybe a touch of scraping on the reverse around the 12:00 area, and some light brown spotting (from toning in contact with the original canvas mint bag perhaps)?
