I was looking at my 2014 proof set the other day, especially the FDR proof coin.

Is it me or does the likeness look like John Lithgow as FDR?

I have seen many pictures of FDR, and I feel that his coin does not really reflect his image as his predecessors.

This may be true but, there a lot of photos's showing him in the start of his presidency 1933-1945. He was elected four times!
Looking at the COA for the Silver Proof Set the Designer/Sculptor-Engraver was Joseph Menna.
If you search his name there may be a clue on why the image.
Interesting question!
