I bought an auction off ebay and the seller was gouging me on the shipping costs. An extra $25 US, for a total of $95 shipping cost. I called him on it before paying and he said he would refund me the extra if there was any. I get the items and shipping was $70. Well a month goes by and no refund so I email him and he responds promptly and says he is on vacation and thought he had refunded me. He said he'd check next week when he got home. Wanting to protect myself I thought I'd open up a case through ebay. They didn't have one that matched my issue so I opened an "item not as described" and stated exactly what I said above. He said he would refund it next week and just protecting myself etc... I emailed the seller and apologized saying I was just protecting myself. I get an email from ebay today saying ship the item back for full refund, case closed...... That's not the problem.... Where do I go from here?

there is always a danger from buying from outside your country.

Request a phone call. I had an issue with a fake item and they took care of me in person.

Never pay more than the shipping charges stated in the listing at the time you bid. If the seller comes back after it's closed asking for more money that's their problem, not yours. Be prepared to walk away. It's a contract and if they're trying to re-write it for their benefit after the fact that's a big red flag. Of course, if they re-write it to your benefit that's okay!
As to where you are now, pretty much all you can do is wait until the time limit he set runs out and see if he's paid by then. If not, you can try returning the item (make sure you send it WITH TRACKING), or cut your losses on the $25 and leave negative feedback. If you've already left feedback then you can always go back and add more through the feedback centre. You can't modify what you've already left unfortunately.

Unless the listing explicitly specifies shipping costs to Canada, then you should always always contact the seller prior to bidding/buying.
I'd be surprised if you get that $25 back at this point.

Shipping was listed at $95. I knew that was to much for the item. I tried to have it reduced before I paid but he assured me it was accurate and said if it wasn't he would refund the difference. When I received the package the actual cost was $70. It's all mentioned through ebay emails. This was a person with a 100% feedback of 25,000 transactions. I'm hoping he pulls through anyways. I guess I can call ebay. I haven't left feedback yet.

I'm happy with the item and not wanting to send it back... It would cost me $70 to return it...

$70 seems like an awful lot for shipping. Must've been the insurance costs. I would suggest just keeping the item if you're happy with it and *hope* that the seller who had 100% positive and 25k will pull through on his/her promise. Not much you can do here. I don't think the seller deserves a negative at this point.

If he can answer email while on vacation he can do a PayPal refund. He's just stalling. Just send him a reminder to pay you the 25$ he said he would. If he doesn't, then leave follow up feedback about it. I doubt if ebay will help you with this. Filing an SNAD dispute on an item you are planning on keeping doesn't make a lot of sense.

Call ebay and PayPal! Hopefully you still have all the emails he sent you saying he was going to return the $25 back to you? They will see that he promised to do it and didn't...they may be able to do something. Also tell the seller you are calling in to report him...time to start putting alittle heat on him, it may scare him into refunding you. There is no good reason that he cant take 2 minutes to do a refund, sounds like he has been stalling

For $25 it isn't worth getting wound up.Treat it as a lesson.

I think the fact that shipping was listed at $95 and you purchased the item knowing that is a done deal. If you were not happy with the shipping cost you should have discussed this with the seller before you bid not just before you paid. If he committed to a lower price at that point you would have had grounds for a complaint. IMO the seller has done nothing wrong as you accepted the terms of his sale when you bid.

Can you post a link to the sale?

$70 may be the postage, but there are handling fees, possibly a customs broker, packing materials, etc.
You knew it was $95 when you bid...
