1956 Wheatie, Is This Post Mint Damage

I came across this wheatie today, at first I thought it was post mint damage, like from a keychain coin holder or necklace bevel, especialy because of the section at 6 o'clock on the reverse that does not have the wierd edge. However it also has the look of a train wheel around the rim (no pictures, camera in Chicago). I seem to remember reading that this may be caused by a out of collar strike. I am going to search the archives to try and find it, but if anyone can answer here as well I would appreciate it. Here are the scans, they are dark, and Like I said, I can't get a picture of the rim till later.

The coin weighs 46 grn's compared to 48 on the 4 other cents I weighed, and has a slightly smaller diameter.

That is the effect that is seen on a coin that was part of what is called an Encased Cent. if you follow this link, you'll see what an Encased Cent is. they are and were made as novelty items, good luck charms, etc. by private companies. I thought it was something like that, but there I wanted to get some input from people with more experience. Now it's back to the pile o' wheaties.
