A VLDS coin. The die is showing extreme wear on the devices. The lines toward the rim you are seeing are called die flow. A spendable coin. (Probably the worst example I've seen on the Quarter series so far.) But keep looking.

Sad part of it is that the die was probably used even beyond this die state creating more ugly. LOL
