You're not seeing things. There might have been some Mechanical Doubling on that dime when it was made. It has, however, taken quite a hit right on the MM. I think most of what we see there now is a result of that hit.
It is not a RPM. Just Machine damage. On the 1982 mint marks, they tend to look like that. Check out the cents and you will see what I'm talking about. I think the mint mark punch was needing replaced because of punch damage I see on many dies that year. (IE: Note the centers of the mint marks.)
