1914 Lincoln Cent Lamination Error

I've seen plenty of small lamination errors before where part of the surface of a coin appears to be peeling.

However, this 1914 Lincoln I came across has to be the most prominent example. I'm not even sure that it is a lamination error. What do you guys think?

It isn't a scratch, because the design is continuous, notice the rim is unaffected, and the left side is actually slightly lower (indented more) than the right side of the coin. It's almost like a step.
