To me it looks like coin counter/wrapper damage.

I'm thinking a Struck Through Grease error. If it were a coin wrapper issue, there would be scratches into the devices from the wrapping machine. I see no evidence of this.

The detail of the rest of the coin is to good for it to be normal wear. As Coop mentioned, I don't see any scratches either. Neat find.
