So yeah, this one has me entirely stumped, is it some kind of strike-through? Is it PMD? I suppose I'll let pictures speak for me.

I'd think if this had been polished down, there would be zinc exposed instead of just the copper, and the rim is entirely intact...

Yep! struck through die cap, what happens is another coin gets stuck to the die, and then this coin gets struck by the coin that was stuck on the die
