I own lots of coins, struck more than once... This one has red flags written all over it for me... but I have never seen one in hand. The finish on this coin raises flags, even if this is a true double strike coin, it looks terrible.

shouldn't the rims be deformed where the second strike crosses over?

My guess (far from expert opinion) is that this coin is yet another example of playtime at the mint. The partial strike was done first. Then without collar and sandwiched between two layers of paper or grease or such, the second, almost well centered strike was made.
"Dipping" is not considered cleaning... -from PCGS website

I sent this person a friendly bit of advice....
Why not send it to ICCS and have them certify it as a true error... If it comes back authentic you will get your price hands down.
His answer " Ok I will do that as soon as the holidays are over, I will do it on tuesday. thank you for the useful advice"
Maybe he will do it ?

You should have suggested CCCS because apparently they WILL certify something like this.

ICCS will not grade nor certify a decimal error... errors on tokens yes, but that is it...

thanks SPP again, you are fountain of knowledge. I did not know that ICCS does not certify decimal errors? This coin looks like a partial clip or an incomplete clip!
