I'm sorry to be the bearer of this news. Paypal on Nov.18 2014 is Extending the Window, for a buyer to file a Dispute to 180 days or 6 months. See my thread under NCLT forum. I explain further and there's posts with links.

Most of us ebay Sellers are aware of this change in the User Agreement. The bottom line is that it ends up aligning the credit card user agreement with the paypal/ebay user agreements as most credit card companies have had a 180 day policy since way before ebay existed. ebay has always had a policy that will not let you close your account for six months for this exact reason. They wanted available recourse back to you in case there was a chargeback. Don't believe me? Go try closing your account and see what happens.

99%+ of Sellers that follow policy, have accurate descriptions, accurate pictures and timely shipping will never experience multiple chargeback problems. However, If you sell long enough you will eventually run into a charge back psycho. It's just a cost of doing business.

You may not have been able to close your paypal account, but they never had any right to stop you from closing your CC our bank account. Once these were closed they have little recourse

Yes you can close accounts but they will still have recourse through collections (here in the US). If a user does not respond through in-house collection efforts they will turn the account over to the infamous outside collection agency. If enough money is involved the outside collection agency will turn to the courts for judgements if the customer refuses to pay up. Yeah, a customer can refuse to pay but the down side is a bad credit report with charge offs and judgements on it for 7 to 10 years. That can put a damper on new car and home loans.

Most people never read the agreements they have with ebay and PayPal and only discover how one-sided they are when something bad happens. People just click through the agreement, forget about it and have no idea what they agreed to.
