A new roll doesn't necessarily mean that all the coins in there are uncirculated.
A mix of circulated and unc coins are found in ordinary rolls.
What were the other coins in the roll?

Just regular wear from circulation. A spender.

It looks like the rim might have been ground off which caused accelerated wear.

It's a tough call from the pictures. The dies were misaligned and heavy wear could make it appear the rims were removed.

The coin has far more than natural wear though it looks pretty normal.
Time don't fly, it bounds and leaps.
