Maybe they were too distracted by the fact that it was clean to notice or look for signs that this is counterfeit.

The seller probably has no idea it is counterfeit. He has several details grade coins up for sale.
I'm guessing NGC was too focused on the coin's "problems" than on its authenticity when they slabbed it.

I do not look at IHCs ever hence my inquiry. Moving on... Contemporary counterfeit might not be out of the question. Superdave mentioned Transfer Dies the other day as what I assume was habit in the 19th century.

Excellent. It will be the same case with a GNL Class 2 China Market Counterfeit 8 Reales ... Sheffields are MUCH EASIER. Other than with XRF how do you detect a debased Ag 8R at 80% Ag at 26.5 grams ... yes the edge but who will look HARD ENOUGH?

I would keep/get the coin just as a testament to NGC's screw-up.
Edit: Although, that may be illegal, wouldn't it?
