Undated late imperial period 20 Cash from Kirin Province I would say.
Always good to show pictures of both sides, so one can be sure.

Looks like K#A176.1 with rosette in centre. Catalog has it as ND(1903).

The coin itself does not show the year. Presence of a dragon on the coin means it was struck during Empire of Ching Dynasty, that is, before 1911. That is the limited knowledge about the coin. Henry

First such coins were struck in 1890 and mostly in 1900 onwards. Like wonghinghi said, dragons were last struck in 1911. Thus, this puts your coin between 1900-1911. Although note that the presence of English on the coin may mean a later date, as only in the late Qing dynasty did China slightly open up to other cultures.

Note that this coin is a lot scarcer than you may think. Doesn't pop up in the market very often.
