You can buy a complete set of Presidential dollars on ebay for less than 150.00. You can also snag the collection of parks quarters for around 100.00.
FINALLY, you can grab yourself the once famed 1999 silver proof set for under 100.00.

Is any of it worth it? Will the Presidents ever gain value? Will the Parks ever gain value? and will that 1999 silver proof set ever reach the heights it was once at?

An aside: How do I change my profiled picture and make a "signature"?

PRESIDENTS
No they will not gain value. Their value is limited to the greater of face value or collector interest, which without being in circulation is minimal. The Ike coin may have some short term value with Ike being Ike and all that.

NATIONAL PARKS
I like these a lot, but the clad BU rolls have a very minimal market. That is the entire market for clads. They do circulate though so they will have more collector value than the Presidential golden tokens. As for the silver proof sets for the National Parks, these are coming down. My local LCS just changed the 2012 set from $200 to $170. It still sits there. Low mintage though for these silver proof sets. I like all the 1999 and up silver proof sets when acquired near face + melt (melt value silver + face value non silver coins in the proof set).

1999 SILVER PROOF SET
I view this like the 2012 silver proof set. It peaked and will fade in value until there is a minimal markup over the common date proof sets. I don't think it will be a quick ride though so if you really want one, there isn't much to gain by waiting, in particular on the 1999. I think the 2012 will come down quicker than the 1999. Me, I would buy the 1999 now if needed and would wait on the 2012.

"Is it worth it" is an entirely subjective question. If you are looking to fill out a collection at a reasonable price, then yes, it's worth it if that's a fair market value. If you're looking to make a profit...eh. The time would have been 1999 to buy the 1999 silver set in bulk at $32/each.

You can get the 2012 silver proof quarters on ebay for 30 bucks, but it is JUST the quarters. Is that even a worthwhile investment without the rest of the set?

Investment? No.

I think I have seen them for 22 - 24 or so on ebay for just the quarters.

I think I'm going to pick up the 1999 set, but hold off on the 2012. I imagine the price is going to come down a bit.

Buy it because you like it or you are collecting the silver State Quarter series.

Don't buy it as an investment.

Of the three options you originally presented, I think the 1999 silver proof set is the best investment of the three though for sure. That being said, it is still only 1.33 ounces of silver coins plus 6 cents in other face value. If you were to sell it and only get melt value, you would need roughly $70 an ounce silver to break even. You would need to retail this to another collector to get back that premium if you are looking at this as an investment only.
