Technically, it is VF-30, the coin was weakly struck to begin with (the reverse speaks volumes to this)... other elements on the coin don't show VF wear. The eye appeal from the weak strike, however, does not put it in the same price range (someone wanting a nice VF-30, will not pay VF-30 money for that coin).
I am sure PG can elaborate even more on the state of the die break with the hoof over 9.

Although not immediately obvious from the pictures above, in addition to the die chip hoof-over-9, this is triple punched 9 or 9/9/9. In later die stages a small die crack also appears from the 9 to the 4.
