It is a Chinese note, dating from near the end of the civil war. It was issued by the Hainan Bank, a Nationalist holdout on the island of Hainan in southern China. Face value is 5 cents. The note is dated Year 38 of the Republic (1949). You'll find it listed in the Specialist banknote catalogue as number PS 1453; you'll also find it listed as such on this dealer's website.
