Numismatic Conservation Services a garage grading outfit? I saw an 1890 Binion hoard Morgan graded only " Genuine " but looks around VG-8 for $30 but who's to say it is actually from this hoard? Any opinions on this outfit?

There were a boat load of common circulated Ted Binion pedigreed coins that were slabbed and sold after he died (or was murdered?). The coins were originally in the vault at Binions Horseshoe on Fremont Steet for a long time. Later they were moved to a vault Ted had out in the desert. After he died they were recovered and slabbed. They show up on ebay now and then. Compare yours to the ones on ebay for type of slab and approximate values. A lot of them were in NCS and NGC slabs.

NCS was the conservation and certifier of 'problem' coins that were sent to NGC. A few years ago, NGC decided it would certify 'problem' coins into NGC holders and ended the NCS certifications. In essence, NCS no longer exists, although, they still do conserving for NGC. Bottom line, NGC is NCS they are one in the same.

WRONG. Coins submitted to NCS for conservation DO NOT always end up in "details" or "problem" holders. Coins submitted to NCS have not been labeled by NCS for several years - all coins sent through NCS now receive NGC label. Coins submitted through NCS for conservation that are market acceptable after treatment will receive a numerical grade from NGC.

Sometimes the outcome you want is not what you receive. I sent a Missouri Early Commemorative Half Dollar in a NGC MS63 slab to NCS for conservation and regrading at NGC. It had some unattractive brown toning on the obverse that detracted from the overall appearance of the coin. To make a long story short, it returned to me in a NGC "Uncirculated - Details - Cleaned" slab. Guess I should have left good enough alone....
