The ratio of cost from silver to ratio continues to grow. The last time is was higher was in 1990, and only a few times in history has it been this large. Over the last 15 years, the ratio has been roughly 55:1, which would either put silver at $22 or gold at $825.

Can we say from this data that either:

Gold will drop soon
Silver will rise soon
Accept it as a new normal

It seems that, unless you think the ratio is going to stay high as a new normal, silver would be the place to go for any buyers right now.

Persons holding large amounts of gold would be foolish to convert their gold holdings into silver to hold it for years. That's why they have gold! Storage is the issue. Small-time, yes this strategy may work. Big-time, it's laughable. Where would you put it all? That's all I'm going to say about that.

I have heard some financial advisors recomend holding a certain percentage of gold. I never remember hearing a similar recommendation about silver.

Don't forget to consider the possibility that both gold and silver can move in the same direction but at different rates.
