Hello all I found this 1883 IH, I believe it's a double Obverse.

I found the varieties on this 1883 Reverse in ANAC's and others that list it as a DDR, however, 1883 Obverse which I can't find. what do you all think?

What you've pictured above is most likely* what is called "Longacre outlines". They are shoulders on the punches uses to created the legends.
The strength of the outlines depends on how deeply the legends are hubbed into the die.

Here's a shot of very strong "Longacre outlines". See how the outlines encircle each letter?

Compare to the the very directional doubling seen in this DDO from 1887--this is the Snow-1.

*It could also be Die Deterioration. More pictures would help us distinguish between the two options.

Thanks--I see that now. I think it's "Longacre outlines" and a later die state (worn die)--just my $.02

Thanks DVCollector, it was an interesting find though. But the doubling is not all around the letters but on one side. If I take pictures from the opposite angle there would be no evidence of what you see now, however, it cost me a penny anyway when I went to the bank to get a few rolls. Fun hobby.

That's just my take, based on the absence of usual markers like notched serifs as on the 1887. But for a just few bucks, you can send it to Rick Snow and get an expert attribution.

Could be Longacre's doubling or simply recut letters. I don't think it's a DDO.
