Because gold is the softest of the coining metals bag marks are treated more easily. Yours could be as high as a -65.

MS64 to me, maybe even a plus or MS65 in a new holder, gotta love those old OGH holders!

Could easily re-grade as a 62, shot 63. My guess is the luster is subdued which kills MS grade.

I doubt if the wizards at PCGS are that far off. Looks like a later Gen. 3.5 green holder. There is probably something going on with this one that is not showing up well in the pics. Possibly some light scratches on the lower reverse holding it back. Luster looks ok. Nice coin though.  Not much price difference 60-62, big jump up at 63.
