Has anyone come across something like this before? I've never observed it before. The edge is "pinched" in three places. Looking at the obverse the pinches occur at roughly 4, 7, and 11 o'clock. Is this a Mint error?

If I remember correctly proof dollars are struck with a three-part collar. I think this might be because of the collar.

I would guess they are collar cracks, or something along those lines.

Would that be considered a mint error? Would there be any premium added because of it?

Not collar cracks, not a mint error. The lines are perfectly normal on proofs since the edge lettering is applied via a three piece collar, the lines represent the division between the collar segments.
