I think that it is defective planchet.

hard to really tell from the picture of the 2002 Quarter, but it looks like the coin was dinged after if left the mint, PMD.

And the first picture is of the 1930-S from your other thread.

FYI - The file names should be unique, otherwise you keep replacing the images.

If is PMD why "2" is normal?

The design makes the date look that way. I retrieved a image from the website and the 2's do look different up close, but they were all that way.

There is also some damage on the 20 on your coins date. That can also alter the look of these devices.
