I've seen that on many of the pre 1930 cents where the die wear is on the opposite side of the devices. Not just on the mint marks also:

They must have changed something in the minting process as this doesn't happen any longer. We now see die wear on the side of the devices that face the rim.

No premium for these as it is just Die Deterioration. Mine is a plate coin. (It is used in an image in the book "LOOKING THROUGH LINCOLN CENTS" page number 54 if anyone has the publication. I bought it years ago thinking it was a RPM. Later found out if was just Die Deterioration. I didn't notice the top of the "19" until after I submitted the coin. At that point there wasn't any known 1913-S RPMs known. Now it is a memory of another time and place. But still interesting to look at.
