These are called new som. They replaced the old som at a rate of 1000=1.
Uzbekistan, a country that makes awesome hats by the way, became its own country in the early 90s and had a problem making all their own coins. Before independents they used the soviet ruble and had no mints of their own. Some were made in the UK. Do they have any mint marks?

Mint marks? none that I see. What should I be looking for. I just browsed ebay. Similair coins are selling for 350-500 each?!

Not much info here: https://goccf.com/t/127536

But that's the best info I can find about it. Perhaps you could try to email the same people...you might get a response. Probably best to email them in (I'm guessing) Russian? If you don't know Russian (I don't), you might find luck asking around on different websites for a fluent speaker to assist you in drafting something.

However, one thing I can tell you: 1998 is a rare year for Uzbek coinage, which would render a proof set probably equally rare, if not rarer. Check out the 1 and 10 som for 1998 in the Standard Catalog:

I have one of the regular nickel-clad steel 10 som pieces from 1998, but the Krause guide just says it's "rare." Does anybody have any more info about this coin (mintage, value, etc.)?

It just doesn't appear for sale very often. The key for this series is the 1998 1 som but the 5 and 10 som are rather scarce as well. The rarest circulated coin for Uzbekistan is the 1994 20 tiyin with mintmark PM.

Uzbekistan hasn't released mintage figures for these coins. I remember buying the 1998 5 and 10 som coins for under 50 dollars if I am not wrong.
