The first '2' in the serial numbers of these bills look slightly over-inked to me.

Is this relatively common?

I find plenty of them all the time. Spend. If you find a stuck digit, where the 2 (in this case, being the odd digit out) would have been higher or lower than the other digits, then keep. Otherwise, if you don't find missing digits, missing signatures, missing seals, etc., then 99% of the time, spend.
