Are PL errors legit or inside jobs? I think I read something about PL coins manufactured like proofs, a person picking them off the dies with gloves. I'm not sure if that's right or not though.

SlurExe97 is right.
The Mint employees SHOULD have picked this one, and removed it.

I don't think that this one is an example of tomfoolery by Mint employees; more of an example of laziness in failing spot, then remove a defective coin to be included in a collector pack.
More to the good for you!

It is a nice example of an error coin that is by innuendo, proven to be an error by the Mint itself! The enclosure in Pliofilm has seen to that.

I have several specimen and prooflike nickel dollars with clips, a nice proof 1-cent with a large Rim Fin, and a 1967 PL set with a clipped cent (photo below)... stuff does sometimes slip by...

Imagine what fun looking inside the "discard" bin would have been?
