 Is it incuse or raised in that area? If it is raised it night be a die issue? If it is incuse, it may be coin issue?

Looks like a small part of the clad layer on the rim came loose before strike.

I actually found this coin in my pocket that piece of the rim actually poked me... to my surprise it was this cool coin.The metal over the date was so thin that it was not lying flat is was pointing out but date had to be stamped after the rim busted to my knowledge because the portion of the date under the rim burr isn't there, it is only stamped onto the rim burr in that area.
