Picked this coin up today. Not sure what is going on with the chips all over the coin, plus the pigmentation? I did get a 1941 s that has similar pigmentation on it from the same person, today as well.

Also, the 41 S has similar surface texture as this one, although not as bad.

Looked like a RPM, but with the circulation damage hard to tell for sure.

All the little chips are lifting up off of the coin. Could that be from where it was damaged and rust got under it? Or somthing?

maybe. it looks like this coin has been through the ringer so its kinda hard to tell what it is to be honest

My first thought was that it had gotten a thin layer of wax or grease that is now peeling off
