IMO it's the result of die damage.
Something got in the way of an earlier strike (strike through) and damaged the die.
Then that damage carried on through subsequent strikes which is what this is.

If it were die damage, the transferred damage would be raised, not incuse.

I'm on the fence with this one, but I'm leaning towards damage.

On the "T", that is a die chip. The steps look like a lamination, but a full image of the coin would be helpful. In the bay, there might be a piece of the lamination in that bay? Probably not a premium coin because of the circulation. The lamination is minor, but draws a lot of attention to itself with all that going on in one area. If I were to guess a date, I would think it is a 1960-D small date? The die chip like what you see on the "T" were common that year.

Looks like a lamination as the area under the peel is showing the devices shaped but weak in that area. If it were a struck through error, then it would not have these visible, just the struck through shape itself.

Yep, the full image paints a better picture for me, it is pretty clearly a lamination.
