Is this considered to be an actual error? I've never heard of a "floating roof" or "levitating roof" before.

I just looked through a handful of cents I have nearby and didn't see any like that. I wouldn't call it an error but I would call it a weak strike, just my opinion so I could be wrong.

It's a low point on the coin, looks like the die was overpolished.

I have come across many of these. Usually they look like they are floating, but if you turn the coin a different way, you can still see the partial lines that go down. I've never found one that the lines were completely missing though. So if you find one this completely missing, you could possibly consider it an error. The partials are very common in my experience though.

Interestingly, I opened 4 OBW 1970D rolls last night and about 50% of them all have varying degrees of the "prison cent" die clash on the front. The ones that have the clash on the front also have this "floating roof" effect on the back. I'll have to post pics later.
