Looks like upsetting to me... But I just added that term to my numismatic vocabulary so I may be wrong...

IMHO I belive it's what places the reeding on the edge of the coin

The upset mill put the raised edge on the blank and turns it into a planchet. On you coin the collar reeding for the edge of the coin made a mark on the obverse of the coin. A bump probably during ejection of the coin may have created that.

Also the white balance on your camera is off, that's "upsetting" to me

Could also be the result of a collar clash. The upsetting has nothing to do with it.
