What type of packaging did they use in the 1964 and earlier Proof Sets, was it the same as the 1965 set?

They used a cello like what they used on the mint sets from the 1970s.

Then the cello came in a yellow/gold envelope like the ones
in the middle of this pic

These are called flat packs. They came out mid year 1955.
Before that they were in a small box, each coin was individual wrapped and all coins stapled together.

The 64 set comes in a cello with a US Mint Philadelphia token and a pink piece of paper saying it is a US Proof Coins.

The 63 is the same

The 62 has the 2 cello packs red and blue and the token does say Unc. coins

? are the 63 and 64 Proof ?

To me you are talking about two different sets.

Proof sets came in Yellow/Gold envelopes, inside is the one cello with 5 proof coins.

The mint sets came in White envelope, inside are two cello's. One with
coins from Philadelphia the other with Denver coins.

Ok .. sounds like yours are the proof sets ...

I am not sure why some don't have tokens .. I just
went and looked at 58 through 64 sets ....they all have tokens.

Sorry I took a little nap. I think from what you are saying, is that you
have proof sets.

1963 and 1964 that come in yellow/gold envelope will have a single cello,
with five coins from philly. They should be mirror proof looking coins.

On the outside of the envelope, bottom left, it should have the date
Example 1963 P.C. (P.C. is for proof coins)

Proof sets 1964 and earlier are made in philly.
