Confused On The US Mints Product Schedule

I was looking at the Mint's website today to see when the new proof, silver proof and all other sets were coming out and was confused by the following.

3/12/15: 2015 American Eagle Four-Coin Proof Set

Are they doing the same thing as last year with the proof, reverse proof, uncirculated, and enhanced uncirculated? Why are they doing this? Special year or just for more sales?

3/17/15: Limited Edition Silver Proof Set 2014

Why are they waiting so long to both offering these sets? Although they look great there's nothing special about them. It's the same coins in the Silver Proof set, but with fancy packaging. I'm just surprised it's being released so late.

I believe that is the four coin gold Eagle proof set. 1oz, 1/2oz, 1/4oz and 1/10oz proof AGEs.
