Maybe plated with something magnetic, then plated with copper again? It looks rather mushy, try weighing it.

This is probably a Magician's coin. Not the hollow kind the auto-link links to, though.

Probably doesn't stick to a magnet like a 1943 cent though? If there is a slight attraction, it may have been chrome/steel plated, then copper plated.
