Magyar in the legend indicates it is Hungarian.

Hungary was part of the Austro-Hungarian Empire at the time this coin was issued. "MAGYAR" is Hungarian for "Hungarian", "KIRÁLYI" means "Royal" and "VÁLTÓPeNZ", means small change coin, implying it contains less than it's face value in precious metals.

The crown in the centre, with the bent cross on top, is the ancient royal crown of Hungary. Even though Hungary is now a post-communist republic, the crown can still be seen on the coat of arms and coins of modern Hungary.
