X-ray fluorescence has been used as a technique to analyze ancient coins for many years. If you google you will find a large body of literature on it. To say that this student developed the method or that it is new or that he was the first to use it on coins is quite a stretch. Here is a recent example of its use on US coins:

It is probably no fault of the student. Reporters usually get these important details of the story wrong (perhaps intentionally, to make it more newsworthy).

The electron microscope has been around for awhile too. The ANA when they owned ANACS had access to one, I think at the University of Colorado.

I don't know if TPGs bother with that stuff today. If it's true they average 8 seconds a coin I have a hard time believing they even weigh it.

thats exactly what I was going to say, this is absolutely nothing new because I have heard of people using these methods for years to find out what the coin in question is made up of. I don't know how this one guy got the credit for it unless the others just didn't patent the process and he did but the truth still remains that he didn't develop anything new in my opinion

I don't think you can patent the use of existing equipment to analyze coins.

Ok so he created an analysing protocol
As far as I know you can only have the protocol validated by an internationally recognised or nationally recognised organism
Those that issue a calibration statement for material used by ISO 9001 certified firms ( unit of temperature or measurement or amperage etc )

A German University used this technique to identify red spots on pure gold as basically silver contamination on the blanks from a silver run
