This one looks like an off-center broadstrike to me, mostly because all of the devices are on the coin. It is 20mm. There is quite a bit of red showing in hand, but it looks worn. The details are soft, perhaps from the broadstrike?

I think it is struck off center and the soft details are due to a later die state but let's see what the pros say.

Eagle eye nailed it. If you look at the date, you see the die wear on the opposite direction (inward) but there were several years this happened. So I know it Die Deterioration, but I can't explain why. Mostly the dies from the teens were affected.

Great find and a great gift from your Grandfather. Another valuable coin.

Very close to being an uncentered broadstrike....the difference between that and an off center were minimal in this case.
