1974 Nickel, Full Indent? Multiple Struck Counter-Brockage?

I recently acquired this strange looking 1974 dated Jefferson nickel in a wholesale lot. Quite frankly I have no idea what it is. After nosing around on the internet it seems to look somewhat like a full indent error, but I also see evidence of multiple strikes. Anyone here have a clue as to what this thing is?

The mirrored LIBERTY is from a cent. I think this one was altered.
