Sadly this was a common practice during the 60s and 70s. Well worn coins did NOT snap snugly into the folder. They would fall out every time the folder was opened. I remember seeing a coin or two held by tape but not the entire row. Sigh ...
I don't recommend this for better coins, but then again, who would put "better" coins in a Whitman folder? Anyway, I have some average circulated sets I am working on, and they are in old folders, as opposed to expensive albums, and some coins were falling out. I took neatly folded scraps of paper, and put them in the holes, so that the paper fills the microscopic gap that exists between the coin and folder hole, which then causes the coin to stay put. Done right, and you can't see the paper.
Recently I was paid to sort through a collection for a friend of a friend, and there were about a dozen filled Whitman folders... with every coin taped in. This brings back terrible memories. No key dates, but hundreds of once-interesting coins were ruined, not to mention the folders...
