Rainbow toned cents. Some people collect toned coins. But there are also altered toned coins. Coop has great photos on altered coins vs naturally toned coins.

They may have been heated/colored with marker but probably altered. Coins to change color in their locations. Sulfur in the air, what they come in contact with, storage in paper, storage in 2X2's/soft tube/even I noticed if the label on the 2X2 gets inside the 2X2, then it alters/hazes the coin. It looks splotchy on U.S. so I think came in contact with the coin.
