The obverse was not taken into consideration when placing the ribbons..thats what it looks like to me IMO

I have compared these quarters before and I think its entirely random which direction the ribbon points.

It's normal. The ribbons can be pointing in any directions.

You sometimes can get errors in these coins (ribbon, poppy, etc...)
