A Cud? What does the reverse look like? Is it raised? The obverse area I mean.

After looking at Tweaks website. I agree. This is the first one I have seen on here. You can see the rim indenting from the blank.

Given the rim damage on the reverse I think it's post-mint damage of some kind and not an error.

It is PSD. Note the area in question is a rim from another coin that was smashed on your coin. Probably a hammer and wood/parking lot job with two coins. Thus the bottom one is flattened. on the rim. The texture on the reverse looks like a parking lot cent. A coin would fit into that indented area.
