It Certainly is. Having said that, It appers to be a Strike Doubling error and not a Doubled Die. That cent can fetch some dollars in higher grades.Better photos may make it easier to determine. I would also want to see the reverse to help confirm. Someone else could give you more info on its classification exactly I'msure. But, yes. Personally, Id be happy if I came across this. Good Luck.

A Cud is a special die break which involves the rim of the coin. I think I see what you are referring to and they are just die chips in the letters and not Cuds.

Your doubling looks like either Die Deterioration or a doubling effect caused by the plating but it isn't a doubled die.

A Cud always includes the rim,a rim Cud is only on the rim and a normal Cud starts on the rim and goes into the fields of the coin.

There is a slight amount of MAD (Mis-Aligned-Die) on the obverse. The devices are not a doubled die. I see what might be die scratches/gouges, split plating/die deterioration. But nothing of an error. An error to me would be a one time event. Die wear/cracks/chips/cuds/wear/gouges/scratches are common events. Only Cuds are something that collectors take interest in. The other events are used in identification by variety hunters to ID a certain die. But other wide a common coin worth what it says on the back.
