this has a die crack it's raised this is the 1st thing I am calling out with out asking .. butttttt if I'm wrong please tell me ... there's also another this coin has got to have the most shine I have ever seen on the obverse but normal on the reverse there is no way any of the pictures do the shine it has justice .... any info would help me

Pics are not good to know if it is a Die Crack or not,the other coins sounds like paint or a clear finish was sprayed/brushed on the coin.

It is a die crack. Probably one of the most common areas on the obverse with shoulder/head on the older dies.
