Based on the apparent lighting direction they look more like bumps than digs.
If so, that would rule out contact with the edge of another coin.
I think it occurred at the Mint but ...?
Unfortunately that leaves me without much of a suggestion.
Die damage?

Hmmm...if kanga is right, perhaps a clash? I'd have to look but is there some detail on the opposite side that could reproduce that?

Looking at this with an overlay, does not show that a device in that area could have created a clash. The design would be deeper into the die and it would have extended in a larger area if that were possible. Looks like a mark from the reeding from another coin to me. Possibly a coin that dropped or was hit while on top of this coin. If you compared the marks with an edge of another coin, you might see how this could line up?

Nice work Coop. Doesn't appear to be an aligned clash anyway. Any guess as to what we are looking at? Struck through an object?
