Since I don't see any Blakesley Effect I'm going to vote for PMD.

There are other areas where the rim looks tampered with at. So I doubt it is an error. I tried making a circle where the edge of the die fell and it is not round. So I feel it was tampered with.

The design rim, where the missing metal is, would not be so well defined if it was struck on a clipped planchet. This is post-strike damage.

Note even on a small clip, the rim should be affected:
