It is a punch with letters/numbers used to mark personal items. Can be used on leather and other items. Can be individual or a gang punch of several letters/numbers. Sometimes they can be images, like the Kennedy Lincoln cents or the states cents. Added for a purpose.
Any-Ideas-On-What-This-Is?
I'm sure others can show more examples.

Ok so, it not somthing the mint did, any was accidently released.. this was in the error Lincoln category. Made me wonder

The first owner of the first coin ever minted bit it to put his mark on it, and we've been counterstamping coins ever since.

I occasional find counter stamped coins with Masonic symbols on them. I always pick them up.
